Prerequisite Patch 4905678 - XDO/ORACLE XML PUBLISHER OA ROLLUP PATCH 5.6.1 has not been installed
This prereq has been listed in the readme of Patch 5686150 - CIS 2007 Online functionality for 11.5.10.
Solution

To implement the solution, please execute the following steps:

1. Be sure to have a valid backup.
2. Exit the patch that is failing.
3. Install Patch 4905678 - XDO/ORACLE XML PUBLISHER OA ROLLUP PATCH 5.6.1
4. Install the failed Patch 5686150 - CIS 2007 Online functionality for 11.5.10

When this has been resolved can complete this with patch:
